As I have no doubt that you'll eventually get to fifty given time, I'm going to put up a few details here and take suggestions.
We'll be running the ball at Nom-Con, most likely on the Saturday night. We can't run it as a separate event this year because we need all hands on deck for the con, but that may be an option for next year. It'll be run in the stage hall which we'll decorate, and we'll have suitable music and probably a mirrorball. Formal cosplay or just formal clothes are required for entry.
The Nom-Con King and Queen, Queen and Queen, or King and King, will have to be nominated by a third party prior to Nom-Con and attendees will be able to vote for them throughout the night. And when the votes are tallied up, the winners will be crowned and have a spotlight dance to themselves.
There won't be any other events running at this time so no distractions. Sound good?

Formal Cosplay would be military uniforms (aka Gundam or Hetalia) gowns (Sailormoon's Princess dress, Princess Peach, Disney Princesses etc) any Lolita outfit barring the most casual, kimonos and anything else that you would deem fancy. Regular formal wear, as in nice party frocks and suits are also acceptable. But no t-shirts, hoodies, casual cosplay (most Naruto characters are fairly casual, so dress it up) or school uniforms. If you're confused, tell me what you're planning on wearing and I'll let you know if it's appropriate.

I'm most likely cosplaying as a character from Black Butler (either Lizzy, Ciel or Alois) Lizzy is already wearing a ballgown, so I might be crossplaying for this ball!

I was going to go as sasuke in the black chunin exam cosplay That's a bit too casual. You can still go as Sasuke, headband and all, but your costume must be formal. A shirt, tie and smart trousers in Sasuke's colour scheme would do nicely. That's pretty perfect. It's very smart and definitely formal. And thanks for the offer of help, I'll take you up on that. I'm afraid not, it's too casual. But you can go as Naruto, facial markings and headband, in a more formal outfit with his colours. There are pictures of the Naruto cast in formal suits for reference. You're very welcome ^_^
